The Warana Co-operative Sugar factory registered in 1955, has led this movement resulting in formation of over 25 successful co-operative societies today, listed below :- 1. Warana Co-operative Sugar Factory Ltd. 2. Warana Co-operative Milk Produce Processing Society Ltd. 3. Warana Co-operative Bank 4. Warana region Co-operative Grahak Mandal 5. Sharada Wachak Mandir 25. Warana Printing Press Total turnover of all these societies exceeds Rs. 600 Crores. Most of these societies are distributed within 4 Km. radius with clear line of site. The complex has established its own EPABX facility for voice communication between various centers and societies. This is in addition to the P&T lines provided by DOT. However this Exchange is not connected to the P&T lines. Some of the important societies e.g. sugar and dairy already have computer hardware installed at their premises and few application software running for their routine requirements. These include payroll, billing, MIS. The applications have benn developed by local private agencies. Following are the important business centers at Warana Nagar - 1.1.1 Warana Sugar Administrative Building Situated in the heart of Warana Nagar is the 2 storied building housing the administrative staff of the Sugar, Distillery and Paper Factory. The sugar factory is located at a distance of around 500 mtrs from this building. Sugar Cane which is the raw material for the factory is obtained from 70 odd villages located in the districts of Kolhapur and Sangli. The Distillery is located at a distance of 200 mtrs from the sugar factory and the paper mill is at a distance of 200 mtrs from the distillery. A motorable road separates the distillery and the Paper Mill. The administrative building has a flat roof from where most of the factories and Institutes fall within the line of sight. It is covered by a wide expanse of lush green trees forming a canopy around the building. The roof top, however is clear and is ideal for installation of both the VSAT and Mast for omnidirectional antenna of the wireless LAN. Milk at the Warana dairy is collected from 78 major villages located in 2 districts, viz Kolhapur and Sangali. Some of the villages produce both sugarcane and milk. The Administrative Office has around 25 stand alone Computers in various sections which may be connected in a LAN using structured cabling techniques. Presently data is collected from the factories on floppy or in hard copy form, and is updated on these computers and reports generated for use by the Management. The Managing Director and Chairman of the Company have offices in this building. 1.1.2 Warana Nagar Educational Foundation Situated at a distance of around 750 mts from the Administrative building is the campus for the Engineering College, Polytechnic and the College of Arts and Science. The Engineering College offers courses in 4 disciplines namely Mechanical, Chemical, Civil and Electronics. A course in Computer Science is proposed to be started from the next academic year. The Engineering College has a strength of 1000 students and has on its faculty eminent Professors. The Colleges have ample space for the installation of a VSAT which can be utilised by large number of users of the institute. The Engineering College today boasts of 100 Pentium and 486 based computers out of which around 50 systems are connected in LAN based on Novel Netware 4.11 (Intranetware). All the faculty members have shown keen interest in having Internet access. The college is a 2 storied building and the campus is spread acros 500 sq metres of space. The college authorities have agreed to have a campus LAN based on fibar optics to facilitate faster and wider LAN, with their own funds. 1.1.3 Warana Co-op Milk Produce Society The factory for processing Milk related products is situated at a distance of approx 3 Kms from the Sugar Administrative building. The administrative office of the Milk Dairy is located at a distance of approx. 500 mtrs from the Factory. This office has stand alone computers for its own data processing. (Some of the important milk products are Pasteurised Milk, Milk powder, Ghee, Butter, Sreekhand etc. Approximately 2 metric tonnes of sreekhand is sold in Mumbai alone daily. The factory processes about 2 lakhs litres of milk per day collected from surrounding 176 villages in the districts of Sangli, Satara and Kolhapur). The factory management has shown keen interest in Computerisation and networking, but has also stressed on necessary training for the staff. This society has a branch office in Mumbai from where daily information is required to be obtained. It is recommended to have a Wireless LAN setup installed which could communicate with the central VSAT installed on the Sugar Administrative office. The Management has indicated that they have started processing for Leased Line Connectivity between the Sugar Administrative Office and the Dairy Office. This may not be necessary once the Radio LAN is set-up. 1.1.4 Goods Processing Society(WAGPCOS) The Society is set up for the processing of agricultural goods in packaged form. The raw material for this is obtained from a large number of villages in Kolhapur, Sangli Satara and other districts. The machinery is totally imported and the installation is nearing completion. This office is located at a distance of 3 kms from the Sugar Administrative building and falls within the line of sight. This office is already accessing Internet through a dial up line obtained from VSNL for exchanging information with their collaborators based in USA. This factory is at a distance of 1 km from the Dairy. The management has expressed their view that they would benefit hugely from the Intranet/Internet connectivity being offered by NIC. 1.1.5 Warana Grahak Mandal (Warana Bazar) This is the largest bazar in Warana with an annual turnover of Rs 31 Crores. This has 2 departmental stores in Warana Nagar and Wadgaon. This Bazar has 29 retail outlets in the 78 villages spread across Kolhapur and Sangli. The main departmental store is located opposite the Sugar Administrative building at a distance of 30 mtrs. A motorable road bifurcates these two buildings. The Administrative office of the Grahak Mandal (Warana Bazar) is located in this departmental store. The management procures the goods directly from various factories and desires to have a strong communication network so that orders and follow up could be made through E-mail. Daily statistics from each of these retail outlets is obtained by the Management by either calling the official concerned from the outlet or by visisting these outlets. 1.1.6 Mahatma Gandhi Medical Trust A multifarious hospital with state-of-the-art technology having a capacity of more than 200 beds catering to the requirements of the common farmers, is located at a distance of 10 Kms from the Sugar Administrative building. The hospital has been equipped with modern and latest facilities available in medical field. The unidirectional antenna for wireless LAN can be installed on the roof of the hospital and services like Medlars would be highly beneficial to the Doctors. 1.1.7 Warana Bhagini Mandal This Mandal is set up by the women folk and produce items like Lijjat Pappad etc. The factory and office is located at a distance of 200 mtrs from the Main Sugar Administrative Building. Warana Women Co-operative credit Society, Savitri Women Co-operative Industrial Society, Lijjat Pappad Kendra are the organisation under its umbrella. Some of the factories are also located at a distance of 1 km from the main sugar administrative building. The unidirectional antenna for the wireless LAN may be installed on the rooftop of the main building of the mandal. 1.1.8 Warana Co-operative Bank The main branch of the bank is a two storied building located at a distance of about 1 Km. from the Main Sugar Administrative Building. It has 20 branches in Kolhapur and Sangali districts. Most of these are within 30 Km. radius from the main branch. Annual turnover of this bank is nearly Rs. 28 crores. The roof top of the Main branch can be used for installation of the unidirectional antenna for wireless LAN. 1.2 About Wired Villages Project The major objectives of the Wired Villages Project proposed for Warana Nagar are as follows : - To Bring Warana Nagar on NICNET - To increase the efficiency/ productivity of the existing co-operative societies by providing state of the art computer communication network and latest database technology. - To Provide Computerised facilitation booths in 70 villages, which are linked up to the central computer network at Warana Nagar. - To Create database of villagers on various socio-economic aspects - To Provide Tele-education to both Primary and Higher Educational Institutes by developing IT centers at most populous points. - Establish GIS of 70 Villages - Greater Transparency - Local Language Interface - The project is envisaged to be implemented by 10th August 1998, with the help of the following agencies :- - National Informatics Centre, Planning Commission, Government of India (NIC) - Directorate of Information Technology, Government of Maharashtra (GoM) - Warana Sahakari Dudh Utpadan Prakriya Limited, Warana Nagar, Maharashtra (WSDUPL) - Cost of the project will be met 50 percent by NIC (Government of India), 40 percent by Government of Maharashtra, and 10 percent by WSDUPL. Cost of the project is expected to be recovered over next 3 years.
SCOPE OF WORK Following is the overview of the scope of work to be undertaken by the agencies involved in the project. - Routine matters transacted at village level will be computerised at 70 villages. For this purpose a computerised facilitation booth will be installed in these villages, linked to central computers at Warana Nagar - Wireless LAN to be provided in Warana Nagar at following business centers :- - Sugar factory - Dairy - WAGPCOS - Warana Bazar - Mahatma Gandhi Hospital - Warana Bhagini Mandal - Warana Co-operative Bank - EDP facilities to be provided to all factories, bank and all economic centers. The current EDP facilities to be enhanced for taking advantage of computer network to be established. - Information facilitation centre at each village will have one computer. These booths will have dial-up facility for linking to the central hub located at sugar administrative building. Facilities such as remote health service (tele-medicine), public grievances and redressal will be provided through this booth. Computer installed in the facilitation booth will have multimedia facility, hand-held scanner, bar-code reader and 132 column Printer. - Six villages (highly populated) will be identified for IT centre. These villages would be nearly 10 km from Warana Nagar. The idea is to get Warana Nagar at door step of as many villages as possible. These centers will have 8 to 10 computers, and will be provided with Receive Only VSAT (DirecPC), along with dial-up link. The computer will be installed in a room of 20'x 20'. The centre will provide following facilities :- - Tele-education - Computer based education. - Open University access (IGNOU) - Imaging (one of the centre) - The 70 villages under jurisdiction of Warana sugar factory are being considered to be under intranet. The population is 3.5 lakhs for these villages. - GIS for the area and subsequent projects thereof - Bonded warehousing for export operations linked on a Network for all export operation, especially for WAGPCOS (100 percent EOU). - All the software will be developed to support local languages. - Land Record Computerisation - Studies and programs of leading Agricultural and Rural Research Institutes will be made available at every node of intranet. - Multiple Utility Card to be issued to all villagers. This will assign a unique identification number to every villager. This could be linked to databases and software systems proposed to be used from facilitation booth. - The project need to be completed and operationalised by 10th August 98. It is scheduled to be inaugurated by 15th August 98. EXISTING INFRASTRUCTURE Warana Nagar has Electronic Exchanges. Nearly 50 villages have telephone lines from the Exchange. This will be the basis for dial-up connectivity from village facilitation booth to the servers located at Warana Nagar. The Sugar Co-operative will have to release 10 telephone lines at Sugar Administration building available from existing 20 lines for dial-up access. Engineering college has Novell Netware Server 4.11 with 50 diskless nodes. Sugar Administrative building has 10 stand-alone computers on MS-DOS. There is also a Novell Netware LAN with nearly 10 disk-less nodes. The sugar factory has Novel Netware Server with 10 disk-less nodes. Most of the existing applications are running on Fox-pro under DOS. Local language support is through GIST card installed in the nodes. Some of the important applications are as follows :- - Payroll - Cane billing - Cane transport - Inventory accounting (Store has 16,000 items) - Weight-bridge - Deposit system for members - Sugar cane register - Sugar building - Misc reports The applications are running on DOS clients connected to Netware server. PROPOSED INFRASTRUCTURE It is proposed to set-up an intranet in Warana Nagar. The intranet would form a closed user group over NICNET. This will also facilitate Internet access in Warana Nagar. In order to limit Internet access to key business centers, it is proposed to install Fire-walls. The networking is planned in such a way that high speed data transmission through wireless LAN be provided to the main factories and business centers, where most of the servers would be installed. IT centers would have 'receive only' VSAT (DirecPC), in addition to dial-up facility for fast data transfer as required in tele-education, and other applications. The facilitation booths at 70 villages will be equipped with dial-up link. 4.1 Sugar Administrative Building This will be the hub for intranet of Warana Nagar. A High speed IPA VSAT would be installed on the roof of the building which would be connected to a hub/switch for Internet access. All existing machines would be integrated in LAN environment, and a proxy server installed which will act as firewall to Internet. One Web-server and one email/DNS server will be installed. A bank of 10 dial-up lines with modems will be interfaced through a LAN access server to provide SLIP/PPP connectivity. Email accounts will be provided to all facilitation booths, IT centers and business centers. A mast of approximately 30 feet would be constructed on the roof of the building for installation of omnidirectional antenna for wireless LAN. This LAN would have bandwidth of 2 Mbps. The radio modem of the wireless LAN would be connected to switch/hub. The wireless LAN technology will help to set up the Intranet/Internet in least amount of time. Following are the hardware and software proposed to be installed at administrative building in addition to the existing systems :- - Windows-NT as Web-server - Email server - Windows-NT as Application-server - 12 port 10/100-Base T Hub - Software Proxy server - 12 port LAN Access Server for dial-up modems - 10 Number of 33.6 Kbps data-modems - 10 Windows-95 multi-media clients - Omni-directional Antenna, radio equipment etc. Access to the wireless LAN would be provided to following center by installing directional antenna on the rooftop. - Sugar factory - Dairy - WAGPCOS - Warana Bazar - Mahatma Gandhi Hospital - Warana Bhagini Mandal - Warana Co-operative Bank Each of these centres will require following hardware and software :- - 12 port 10/100-Base T Hub - Two Windows-95 multi-media clients - Radio equipment with directional Antenna 4.2 Engineering College This will be the hub for intranet of all educational institutes. A High speed IPA VSAT would be installed on the roof of the building which would be connected to a hub/switch for Internet access. All existing machines would be integrated in LAN environment, and a proxy server installed which will act as firewall to Internet. The same server will also function as email/DNS server. Following are the hardware and software proposed to be installed in addition to the existing systems :- - One Win-NT Server with proxy software 4.3 IT Centers Six villages (highly populated) are identified for IT centre. These centers will have 8 to 10 computers, and will be provided with receive only VSAT (DirecPC), along with dial-up link. The operating system on the computers would be Windows-95, and HTML browser installed for accessing Web-server. Eudora email client would be installed for SMTP mail service. The computers will be installed in LAN environment using structured cabling techniques. Currently following villages have been identified for setting up IT centers :- - Mangale (West) - Pargaon (South) - Dhole (East) - Nagaon (North) - Satwe - Kodoli Following are the hardware and software proposed to be installed in addition to the existing systems :- - DirecPC VSAT - 12 port 10/100-Base T Hub - 9 Windows-95 Multimedia systems (one for DirecPC) - Two 132 column DMP - One 33.6 Kbps modem - One 2 KVA UPS with one hour battery backup 4.4 Facilitation booth Facilitation booths are to be set-up in 70 villages. This centre will have one multimedia computer equipped with a high speed modem (33.6 Kbps), for dial-up link. The protocol used would be SLIP/PPP. The operating system on the computer would be Windows-95, and HTML browser installed for accessing Web-server. Eudora email client would be installed for SMTP mail service. Following are the hardware and software proposed to be installed in addition to the existing systems :- - 1 Windows-95 Multimedia system - One 33.6 Kbps modem - One Hand-held Scanner - One 132 Column DMP - One Bar-Code reader - One 1 KVA UPS with 30 minutes battery backup PROPOSAL FOR APPLICATIONS The various application software envisaged can be classified in following three categories. 1. Web-based : This covers information to be accessed in HTML format for retrieval from facilitation booths, e.g. schemes of employments, procedure information, public grievance and redressal. 2. Multipurpose Identification Number based : This covers applications and databases linked with Multipurpose Identification Number (MIN), proposed to be assigned to each villager through health card scheme, e.g. Animal husbandry, Hospital Management Information System (HMIS). 3. Stand-alone : These are specialised applications for MIS, EDP requirement of individual business centers, e.g. Inventory Control. 5.1 Multipurpose Identification Number (MIN) The system of assigning Multipurpose Identification Number (MIN) to each villager need to be implemented. For this purpose it is proposed to issue every villager a health card from Mahatma Gandhi Hospital which is having current capacity of 150 beds. This will be multiple utility card. This card will have 14 digit identification number, which will be called Multipurpose Identification Number (MIN). These 14 digits consist of state, district, village and person's serial number in the village. The card will have a hologram, bar coded MIN. Necessary database need to be built up at hospital for each person having health card. For maintaining this database one high-end server will need to be installed in the hospital. This server will be accessed over wireless LAN and dial-up through Sugar administrative building. The cards will be prepared at hospital over span of 2-3 months. The person would need to visit hospital for this purpose. The card can be issued from facilitation booth of the corresponding village. The cost of issuing this card may be decided by officials of the co-operatives. Initial information for the card can be collected at information booth, where the data will be entered. Appointment at the hospital for taking photo etc. can be given at this time. Following hardware and software is required for this system to be installed at hospital: - One Windows-NT Server (10 user licence) - Ten Windows-95 Clients - 12 port 10/100-Base T Hub Advantage and utility of the card include : 1. If blood is donated by person, the system will help him to get free blood when it is needed. 2. A villager can visit the facilitation booth for transacting his routine business with the help of card, e.g. checking accounts with bank, sugar factory, dairy, registering grievance. 3. Pathological Laboratory reports from the hospital can be accessed from the facilitation booth. 4. The credit facility at Warana Bazar can be facilitated through the card. 5. The database of 20,000 members of Sugar factory and Dairy and their family i.e. nearby 1,00,000 people would be readily available on computer. 5.2 Grievance Registration & Redressal The chairman of co-operatives receives approximately 300 grievances per day from villagers. The facilitation counters, would provide grievance registration facility at certain nominal cost. This is a Web-based application which would record the grievances and redressals would be accessed using HTML browser. The system will help villagers to get redressal at the booth, there by reducing travel. The health card number will be used to register the grievance. The same system can be used to register suggestions. 5.3 Web-Based Applications Following applications are proposed to be web-based since the data is mostly static in nature :- 1. Crop Guide 2. Schemes of department of agriculture 3. Schemes of Employment 4. Procedure Information at collectorate 5. Village information 6. Vocational Guidance 7. Agriculture Produce Market Information System (APMIS). This information will be ported on the web-server in sugar administrative building. 5.4 MIN-based Applications These are applications and databases linked with Multipurpose Identification Number (MIN), proposed to be assigned to each villager through health card scheme as follows :- 1. Registration of cane harvesting and cutting 2. Milk Collection Payment system 3. Banking software (Technical advice only) 4. EDI 5. Land Record 6. Villager's database at hospital and its access at booths 7. Hospital Management Information System (HMIS) 5.5 Stand-alone Applications These are specialised applications for MIS, EDP requirement of individual business centers as follows :- 1. Store inventory control for Sugar factory and Warana Bazar 2. Author NIC (AUTNIC) 3. CAPES 4. Bar-coding of product/items in Warana Bazar 5. Inventory control for Warana Bazar 6. Geographical Information System (GIS) AUTNIC and CAPES will be ported on systems at IT-Centre for tele-education purpose. This would be in addition to CBT material that would be ported on web-server. The question bank and CBT material for this application would be obtained from educational institutes at Warana Nagar, or through suitable educational research institutes in Maharashtra. IMPLEMENTATION STRATEGY The project is proposed to be implemented by 10th August 1998, by the following agencies :- - National Informatics Centre, Planning Commission, Government of India (NIC) - Directorate of Information Technology, Government of Maharashtra (GoM) - Warana Sahakari Dudh Utpadan Prakriya Limited, Warana Nagar, Maharashtra (WSDUPL) Implementation of the project would be as follows :- 1. All hardware as per Annexure-I required for the project need to be made available by 10th July 1998 at Warana Nagar at the following address :- Mr. G. D. Patil Tatya Saheb Kore Institute of Engineering & Technology, C/o Warana Vibhag Sikshan Mandal, Warana Nagar, Kolhapur, Maharashtra, Pin - 416 113 2. Site for installation of computers at Facilitation booths, and IT centers with telephone lines and electrical wiring need to be completed by 10th July 1998. Site diagram would be made available by NIC by 30th June 1998. 3. Construction of a mast for Radio LAN at sugar administrative building need to be completed by 15th July 1998. A team from NIC(HQ) need to carry out necessary survey, installation and commissioning of the radio equipment. 4. Installation of network and computer hardware at all locations need to be completed by 25th July 1998. 5. GoM to make available Local language (Marathi) support including dialectic variations on Windows-95, Windows-NT and fonts for HTML browsers to NIC on priority. 6. Following application softwares need to be ported on servers in Warana Nagar . - Crop Guide - Schemes of department of agriculture - Schemes of Employment - Information on multiferious activities at Collectorate - Village information - Vocational Guidance - Agriculture Produce Market Information System (APMIS). - Land Record - Animal Husbandry - Store inventory control for sugar factory - Author NIC (AUTNIC) - CAPES - Hospital Management Information System(HMIS) - Grievance Registration & Redressal 7. The design and generation of the Multipurpose Identity card and related database to be made by Govt. of Maharashtra. 8. Necessary Data Entry for the above applications need to be completed by Warana Co. Op. 9. EDI, HMIS and Education CBT systems are to be customised and implemented by the concerned groups of NIC(HQ). Data on Rural technology, IRDP schemes, Tele Education etc. will also be made available by concerned groups of NIC(HQ). 10. Software for Bank computerisation need to be out-sourced as it is specialised software requiring high level of security and software delivery and implementation is very short. 11. Following hardware and software will be used by NIC(WR), Pune for development, customisation and implementation : - Two Number of Windows NT server - 10 Multimedia Windows-95 Client - Proxy server Software - One GIS Software - One Laser Printer - Visual Foxpro 5.0 Professional for Windows NT with 10 user licence - One MS-Visual Studio Software - Five sets of ISM Fonts with Marathi S/W with GIST SDK - One copy of UDB RDBMS Software 12. Two qualified personnel are required to be employed at Sugar Administrative Building, and one each at Dairy, bank and hospital for the following jobs - Web, DNS/Email Administration - Windows-NT, Solaris Administration - Database Administration 13. Two qualified operators at IT Centre and one at each facilitation booth need to be recruited 14. Selected teaching staff members from engineering college to be trained by GoM in first week of July-1998. 15. Supply of hardware, networking sub-systems and associated software as per Annexure-I. 2. Installation of intranet and configuration 3. Providing site preparation guidelines 4. Developing, porting and implementing application softwares 5. User-level training on application softwares 7.2 Responsibilities of Govt. of Maharashtra 1. Procure Hardware and Software items as per Annexure-I. 2. Bar coding of product/items at Warana Bazar. 3. Design and Preparation of MIN card with hologram, bar code and creating villager's database 4. Purchase of GPSS system 7.3 Responsibilities of WSDUPL 1. Procure Hardware and Software items as per Annexure-I. 2. Providing site and site preparation 3. Provide 10 telephone lines at Sugar Administrative building, and 1 each at IT centre and Facilitation booth. 4. Data coding, entry, validation and authentication for all applications 5. Recruiting technical manpower for managing all centers 6. Providing necessary infrastructure support to the staff of NIC on tour to the sites. 8.1 Annexure-I 8.1.1 Hardware and Software Requirement The following table shows total quantity of each hardware and software item required.
