MEMORANDUM OF UNDERSTANDING FOR THE WIRED VILLAGES PROJECT AMONG NATIONAL INFORMATICS CENTRE, PLANNING COMMISSION, GOVERNMENT OF INDIA,
DIRECTORATE OF INFORMATION TECHNOLOGY, GOVERNMENT OF MAHARASHTRA AND THE WARANA VIBHAG SHIKSHAN MANDAL, WARANA NAGAR MAHARASHTRA MEMORANDUM OF UNDERSTANDING This memorandum of understanding (MOU) is made among the National Informatics Centre, Planning Commission, Government of India represented by the Deputy Director General, hereinafter reffered to as "NIC", The Government of Maharashtra, represented by the Director of Information Technology, Government of Maharashtra hereinafter reffered to as "GOM" and Warna Vibhag Shikshan Mandal, represented by the Chairman, hereinafter referred to as "WVSM". PREAMBLE The "Wired Village" Project aims at creating appropriate Information Technology Infrastructure in a cluster of contiguous villages. This project has been taken up under the guidance of the PM's Task Force for Information Technology and Software Development. The objective of the project is to demonstrate the use of IT infrastructure in the accelerated socioeconomic development. To achive the objective, NIC along with the Government of Maharashtra and the Warana Vibhag Shikshan Mandal,
has decided to work together on a Pilot Project to be implemented for a cluster of 70 villages of the Warana tehshil in the Kolhapur District of Maharashtra State. The estimated cost of the project is around Rs. 2.5 Crores. The project is to be implemented within 45 days. Towards the successful implementation of the project; NIC, GOM and WVSM will have following commitments and responsibilities : A. Financial Support 1. The breakup of the financial responsibilities will be as follows : (a) NIC : 50% (b) GOM : 40% (c) WVSM : 10% B. Responsibilities of NIC 1. As per the assessment of NIC, hardware and software requirement for the project is given in Annexure-I. NIC will procure the computer and communications equipment, listed in Annexure - II. 2. Install the computer and communication equipment at the identified locations. 3. Procure and install the system software listed in the Annexure - III. 4. Provide necessary software development support for the project as per the suggestions of the Project Co-ordination Committee constituted as per the article E.1 of the MOU. 5. Conduct hands-on training for the identified personnel of the WVSM on the appropriate use of the application software. 6. Provide training to four members of the WVSM on the operation and upkeep of the computer and communication systems. 7. Work out the site requirement and provide technical guidance on site preparation. 8. Provide access to the public domain databases available on NICNET. 9. Provide e-mail and Internet access facility to the WVSM as per NIC norms. 10. Work out the LAN requirement and provide technical guidance for establishment of LAN. C. Responsibilities of Government of Maharashtra (GOM) 1. Procure the items listed in the Annexure - IV which are to be installed at various village booths and the tele-education centres. 2. Procure special purpose software which may be necessary for the project and which may not be available with NIC/WVSM. 3. Provide necessary administrative support for the seamless integration of the system with the various administrative offices/agencies of the state administration working in the project area. 4. Provide required logistic support, as far as possible, for the timely movement of equipment and personnel to the project site. 5. Create necessary awareness in the state about the benefits of "Wired Village" concept and help in the horizontal transfer to other village-clusters of the State. D. Responsibilities of WVSM 1. Procure the items listed in the Axxexure - V. 2. Procure necessary equipment/components for the establishment of LAN as per the technical specifications given by NIC. 3. Ensure data collection, updation and consistency of the data. 4. Recruit suitable technical manpower to operate the computer and communication equipment. 5. Prepare the site as per technical specifications suggested by NIC. 6. Operation and maintenance cost of equipment will be borne by WVSM. 7. Computer consumables will be provided by WVSM. 8. Electricity, telephones, water and other infrastructural support will be provided by WVSM. E. General 1. For the successful implementation of the project; a Project Co-ordination Committee shall be constituted. The Committee will consist of : (a) Dr. N. (i) Program Manager (GoM) : Member-Convener 3. NIC, Kolhapur District Unit in conjunction with the NIC, Maharashtra Unit, Pune will provide necessary support for troubleshooting. 4. This MOU will be effective for a period of six months. It can be extended further if so desired by mutual agreement of the concerned three parties. 5. On all aspects where the above articles of understanding are silent, or for special cases of deviation from these articles, the decision mutually agreed by the three parties will be final. However, in case of any disagreement relating to or arising out of the MOU; the Director eneral, NIC and Member-Convener, PM's Taskforce on Information Technology and Software Development shall resolve such disputes. F. Effective Date of the MOU This MOU shall be effective from the date it is executed by or on behalf of the parties.
